When can a Canadian Study Permit be Validated?

I will be attending UBC for a masters program beginning in early Jan, 2011. I tried to cross into Canada at the end of sept and was told that they would not validate my study permit so early. I have since entered as a visitor, however, I can not collect the items I have had moved to Canada without the study permit validated.

There is no information on when I can have the study permit letter I was given validated by the CBSA. When I asked that question at the border I was told, "a week, 10 days, 2 weeks, come back and we'll see". In the meantime, UBC has requested that I arrive ahead of my semester for several meetings. It seems reasonable that I should be able to arrange housing, move-in and get myself situated ahead of the beginning of the semester.

No one seems to be able to tell me when this is, nor have I had any success with getting a temporary resident permit or a temporary import document.

Any advice would be helpful.

Thanks for your inquiry (Please note that I am not an immigration officer).

According to Canada Citizenship and immigration

"When your Canadian student application is approved, you receive a letter of introduction confirming the approval. This letter is not your study permit.

When you arrive in Canada, you must show this letter to a Canadian officer at the port of entry.

The officer will determine whether you may enter Canada and how long you may stay. You will be issued a study permit at this time."

I guess the decision is up to the immigration officer at the Canadian border
