Can my 19 year old son apply for a student visa to go to college in Canada?

My son will be 20 in May. He Moved to Canada from USA, Pennsylvania with his Dad and the rest of the family when he was 17. His dad then applied for a permit. I am not sure which one and this is still pending. Their documents are still at home office. My son completed his secondary education in Toronto and he now wishes to go to College. How does he go about obtaining his passport so that he can apply for a student permit? My son and family are Zimbabwean Nationals and they lived in USA for 5 years before moving to Canada

Thanks for your e-mail.

First, I must emphasize that I am not an immigrant officer.

Your son can apply for a student permit in Canada. However, he must first apply to a Canadian University/College and be accepted for studies.

Only after his acceptance he can go ahead and apply for a Canadian study permit.

In order to apply for a student visa he will most probably need to present his Zimbabwean Passport to Canada immigration.

You said that your son has a Zimbabwean nationality, but did not clarify if he has a valid Zimbabwean passport.

If he doesn't have one, then he will need to apply for a new passport at the Embassy of Zimbabwe in Ottawa/Canada.

If he does has a passport but his passport is at the home office (which is where? you didn't say) then he will need to request it from them,and explain that he was accepted as a student by one of Canada's college/university, and needs the passport so he can apply for a study permit.
