Dear Madam

Thanks for your inquiry (please note that I am not an immigration officer).

According to CIC If you would like to accompany your spouse to Canada you should apply for a temporary resident visa, a study permit or a work permit and submit your application at the same time as your spouse.

Did you already apply for your visa?

If not maybe you can request your spouse to contact CIC in Canada and ask them how to add your application to his file.
