Thanks for your inquiry (please note that I am not an immigration officer.

You can request to sponsor your spouse from outside of Canada (through the Canadian Embassy) or from inside of Canada, and you can also apply as a sponsor if your spouse, live outside Canada, and if she meets all the requirements.

For your information according to Canada citizenship and immigration it is usually faster to apply to sponsor a spouse from outside Canada. However, the requirements to immigrate to Canada are the same in both cases.
