Police certificate from Qatar - What to do after 10 years?

Hi Sharon.

I am applying for Canadian permanent residence under the live-in caregiver program with my family back in the Philippines since late 2009.

My husband is required to provide a police clearance from Qatar. He already requested the said documents to Qatar Embassy in the Philippines twice but still no response up to this date. His first request was AUGUST 2010 and HIS SECOND REQUEST was MAY 2011. He worked in Qatar from October 1999 to October 2001. So this coming October 2011 will be his 10 years from working in Qatar.

What can we do with our permanent residence application because Qatar is not responding to any of our request? I had read in the information kit that it is important to provide police clearance in any country that u lived or worked into for the LAST TEN YEARS of your life. Can we ask a consideration from Immigration to not include the Qatar Police Clearance since the 10 years since he last worked in Qatar will lapsed this coming October 2011 and My husband hasn't received any response from Qatar Embassy regarding his request for a police clearance? what's the best possible argument/statement can we make so that Canada Immigration will give us a positive response?

I have been here in Canada since June 2007. We have 3 children ages 12, 6, and 5. I left my youngest child when she was only 13 months old. I have been without my family for more than 4 years now.

Dear Mia

Thanks for your inquiry (please note that I am not an immigration officer)

According to Canada citizenship and immigration If you live outside Qatar

You can:

  1. return to Qatar to apply for the police certificate; OR

  2. send a representative on your behalf to apply for the police certificate; OR

  3. obtain the certificates from a Qatari embassy or consulate by providing the application documents listed below.


Apparently applying for a police certificate through the Embassy of Qatar in the Philippines did not produce any results.

So you can try to do the the following:

As you already suggested ask a consideration from the Canadian Immigration to not include the Qatar Police Clearance in your application because it will be 10 years in October 2011 since your husband worked in Qatar and your husband did not receive any response from Qatar Embassy regarding his request for a police clearance.

And meanwhile if you know someone in Qatar you can send him/her on your husband?s behalf to the Qatari Ministry of Interior, Director of Criminal Evidence and Information Department in Doha, State of Qatar, Telephone: 974-450-8666, Location: Waab area, and request a good conduct police clearance.
